Reforms Loom in Russia 3.0

In an article in The Moscow Times, Andrei Tsygankov, professor of international relations and political science at San Francisco State University, says that reforms loom in Vladimir Putin’s third presidential term. His return to power is unlikely to be accompanied by a strengthened domination of one party and a new spread of corruption within the ruling class. Instead, short of major international disturbances, the system is more likely to function as a gradual, state-controlled liberalisation.
