A Pyrrhic Victor Over USAID

In an opinion editorial in The Moscow Times political analyst Georgy Bovt says that without USAID, the Kremlin will be able to slow down, or even stop, the development of many important civil-society initiatives. But this will be a Pyrrhic victory. By expelling USAID, the Kremlin has delivered a serious blow to the human rights and democracy movements. Civil society is upset about the Kremlin's crude, heavy-handed demarche, and this will only speed the process of turning a peaceful protest movement into an angry, and potentially dangerous, one.
