Guest post: Russia pivots from West to East

A guest post in The Financial Times by Andrew Foxall, Director of the Russia Studies Centre at the Henry Jackson Society, writes that Russia is pivoting from West to East. The article notes that Russian Finance Minister Anton Siluanov has announced that Russia and China plan to establish their own joint rating agency. This move is a further indication of the deepening bilateral economic ties between Moscow and Beijing and it is reasonable to expect that Moscow will try to bring Brazil, India and South Africa into the joint rating agency as well. In the short-term, however, the article concludes, these developments will do little to improve Russia’s economy – which will remain dependent on Western rating agencies.
